PURPOSE

The Naval Academy Parents Club of South Carolina (NAPCofSC) purpose is to support the
young men and women from South Carolina attending The United States Naval Academy
(USNA), Naval Academy Preparatory School (NAPS), and U.S. Naval Academy Foundation
Schools, and their families.

CALENDAR YEAR

From 1 July – 30 June of each year with the Welcome Aboard Luncheon traditionally being the
last event of the year and the Plebe Packing Event being the first event of the year.

ACTIVITIES

A. Executive meetings and general membership meetings shall be
called as needed by the President or other member of the
Executive Board from time to time as needed.
B. Welcome table at the USNA Foundation Plebe Parents’ Picnic
C. Plebe and detailer care packages are provided to all South Carolina
Midshipmen of whom we have mailing address regardless of
membership status
D. Fall and Spring Midshipmen benefits
E. Birthday benefit
F. Dark Ages care package

G.Graduation gift for four-year members
H. Welcome Aboard Luncheon
I. Periodic social events based on geographic interest
J. Other events as approved by Executive Board

MEMBERSHIP

Membership is open to all South Carolina families, verified friends, and those affiliated with
students attending the United States Naval Academy (USNA), Naval Academy Preparatory
School students (NAPS), U.S. Naval Academy Foundation Scholar Schools, and USNA
graduates. Membership may be granted to those residing in surrounding states as requested.
There will be three classes of members as follows: Membership terms and fiscal year will run from
1 July – 30 June of each year.
● Regular Membership: limited to families, friends, and those affiliated with students
currently enrolled at The United States Naval Academy (USNA), Naval Academy
Preparatory School (NAPS), U.S. Naval Academy Foundation Schools. The fee
Schedule must be approved by the Executive Board.
● Alumni Membership – Parents of Academy graduates who have participated in the Club
and past USNA graduates are eligible for Alumni Membership. Participation is meant to
encourage the sharing of experiences and advice for the current membership. Although
no dues are required and no voting rights exist, donations may be provided by Alumni
members. It is the responsibility of Alumni members to provide updated contact
information to the club annually.
● Associate membership shall be granted to those who play a significant role in supporting
the club’s mission – such as Blue and Gold Officers. No dues will be required for these
persons, and they will have no rights in the administration of the club.
Termination of Membership:
The Executive Board may, by a vote of a majority of its members, terminate the
Membership of any member for conduct which, in its opinion, disturbs the order, dignity,
business, harmony, or prosperity of the organization, or which is likely to endanger the
welfare, interest, or character of the organization, or for non-payment of dues.

EXECUTIVE BOARD MEMBERS

The Executive Board Members are President, President Elect, 2nd Vice
President, Secretary, and Treasurer. Executive Board Members shall
have the primary responsibility for executing the mission of the Naval
Academy Parents Club of South Carolina’s mission. These members
must be a parent of a student currently enrolled at The United States
Naval Academy (USNA), Naval Academy Preparatory School (NAPS),
and U.S. Naval Academy Foundation Schools.
President: 1-year term
1. Presides over all NAPC of SC functions
2. With the help of 1st Vice President, appoints members to
fill officer positions
3. Is a liaison between the NAPC of SC and the following:
a) USNA
b) USNA Alumni Association
c) USNA Foundation
d) SC State Governmental Officers
4. Responsible for planning and implementation of Welcome
Aboard Luncheon
5. Administer NAPC of SC Social Media
President Elect: 1-year term
1. Presides over NAPC of SC functions in the absence of the
President
2. Assumes the role of President the following year
3. Helps the President in appointing members to fill the
officers’ positions
4. Responsible for planning and implementation of
a. Plebe Packing Party
b. Dark Ages Packing Party
Vice President:
1.Responsible for planning and implementation of
a. Student benefits – as determined by Executive
Board
b. Birthday Benefits
c. Graduation Gifts – 4-year members
2. Acquiring the list of Incoming students in preparation for
the Welcome Aboard Luncheon
Secretary:
1. Take and record minutes of meetings
2. Primarily responsible for club email
3. Primarily responsible for club Google account
4. Email membership to inform of upcoming events
5. Assist others as necessary with signup sheets, etc. in
preparation of events
6. Mail/email annual membership forms
7. Maintain membership records
Treasurer:
1. Maintain the books and records of the club’s finances
2. Assure that all disbursements are pre approved by the
Executive Board
3. Present bank statements and reconciliation as requested
by Executive Board
4. Manage the club’s checking account
5. Collect fees and dues and deposit them into the club’s
checking account in a timely manner
6. Process all approved check requests and issue
disbursements in a timely manner
Term limits are suggested for the President and President Elect to ensure the continuity of the
club’s mission. Due to the size of the club and availability of volunteers, term limits on Executive
Board member positions are discretionary.

MEMBERS AT LARGE

Members at Large should represent all graduation classes. Members at Large shall
assist the Executive Board members in all club business including but not limited to membership
benefits, parent socials, planning, and implementation of club events. Additionally, Members at
Large will assist the President in annual membership renewal by contacting persons in their
graduation class.

WEBMASTER

Maintain the website associated with the NAPC of SC. Assure that it is current and accurately
and professionally reflects the standards and activities of the club.

AMENDMENT

Changes to these By-Laws may be made at an annual meeting if proposed changes are
distributed to the Membership at least 15 days before the meeting, and they are approved by at
least two-thirds of the Membership present or in attendance (at a scheduled in person or virtual
meeting).
